Maximising energy savings and reaching high energy efficiency levels are crucial challenges currently faced by the EU. Remote regions, as those partners in the RESOR project, are characterised by a higher dependence on fossil fuels and general less efficient energy choices and behaviours among citizens and even more among businesses, for whom investment in renewables or energy efficiency are often not a priority or financially feasible. RESOR was thus born as a response to the need for supporting businesses in the adoption of more sustainable energy behaviours and practices. The focus chosen by partners targets remote territories, which on one hand represent less favoured areas of Europe but which, on the other, are often well placed to employ innovative solutions and attract energy investments.

The aim of the project is to support energy efficiency and renewable energy use in businesses of the secondary and tertiary sector of the partner regions by improving current regional policies. The project activities will envisage an interregional learning process involving staff from public authorities and representatives of relevant stakeholder groups. This learning process will result in the identification of best practices for the improvement of regional policy instruments supporting energy efficiency and RES use and in the draft of Action Plans to be implemented in each partner region.

Objetivo general:

Improve the implementation of regional development policies and programmes, in particular programmes for Investment for Growth and Jobs and, where relevant, ETC programmes, addressing the transition to a low-carbon economy.

Objetivos Específicos:

RESOR will improve the performance of 8 policy instruments, targeting Interreg Europe investment priority 4(e) - Promoting low-carbon strategies for all types of territories transition to a law-carbon and, within this IP, the programme specific objective 3.1 aimed at improving the implementation of regional development policies and programmes addressing the transition to a low-carbon economy.

RESOR aims at improving the implementation of partner regions’ ERDF operational programmes addressing the transition towards a lowcarbon economy. Accordingly, the overall objective of the project is to promote cooperation among regions on practices to encourage and support businesses especially from second and tertiary sectors to implement energy-efficiency measures and make use of renewable resources.

The enhancement of the considered policy instruments would occur at different levels by

  1. supporting businesses to invest in energyefficiency measures and adopt energy management plans;
  2. facilitating energy cooperation among businesses;
  3. providing companies and other market stakeholders with increased skills and competencies in terms of energy efficiency and use of renewable energy.

In this way, partners aim at re-orienting and improving their operational programmes in order to support the energy transition in their territories and enhance the competitiveness and sustainability of their enterprises. The expected result is the development of 8 fully feasible Action Plans improving 8 policy instruments and covering around 400M€. This will be achieved through inter alia intense local stakeholder group involvement, interregional study visits and the compilation of a good practice inventory and of a result report providing guidelines for energy management plans for businesses and
policy recommendations on energy efficient company behaviour for policy-makers.
